Los Angeles Dodgers president of baseball operations Andrew Friedman identified starting pitching as a focal point for the team this offseason, and thus far they have been connected to the likes of Carlos Rodón and Justin Verlander.
Clayton Kershaw and the Dodgers agreed to a one-year contract, though the deal has not yet been announced. Meanwhile, the Dodgers lost Tyler Anderson to the Los Angeles Angels, and Andrew Heaney remains a free agent.
L.A. additionally has a need in their bullpen, with the likes of Tommy Kahnle and Chris Martin having reached free agency as well.
In a move that could potentially be for the rotation or bullpen, the Dodgers signed Shelby Miller, per Ken Rosenthal of The Athletic:

According to ESPN’s Kiley McDaniel, Miller’s contract with the Dodgers is a Major League deal and includes incentives:

Miller spent much of 2022 pitching at the Triple-A level for the New York Yankees and San Francisco Giants. He joined the Giants roster for the final two weeks of the regular season and made four relief appearances.
Miller turned in three consecutive scoreless appearances before allowing five runs in his final game of the year. The right-hander struck out 14 of 30 batters faced over seven innings of work.
A former first-round pick of the St. Louis Cardinals, Miller has seemingly converted to a relief role.

In parts of 10 seasons with the Cardinals, Atlanta Braves, Arizona Diamondbacks, Texas Rangers, Chicago Cubs, Pittsburgh Pirates and Giants, the 32-year-old is a career 38-58 with a 4.21 ERA and 1.37 WHIP over 167 games (132 starts).
Miller last was a full-time starter in 2016.
